For the most part, Major General Ezra Shields is fairly easy with the right tactic and extremely difficult with the wrong one. This is largely due to the fight playing more into weird tactics than anything else. Thankfully, this makes it one of the easiest to explain fights in The Surge 2, plus this is one fight where I actually know and obtained the 2.0 weapon.

I found it was best to go in with something fast and simple, especially since you can’t stun the robot, so I actually used the Twitching Riptalons you obtain right before the fight. I also built myself around doing nanite damage and generating energy, making it a lot simpler in the long run.
Surprisingly, the robot is actually the easy part. The best way to handle it is to stand far away, wait for it to use the chain gun and then rush it. Not only is this the only way to prevent that attack, the mech will typically take a moment before figuring out it can attack you and then do so. If you’re quick enough, you can actually obtain more energy and life by actually attacking until it decides to attack you, otherwise move when it starts to do some kind of retaliation.
To obtain the 2.0 weapon you need to slice off Major General Ezra Shields right arm or possibly finish them with a finishing move. I sliced off their head on a different run and didn’t get the normal weapon. It’s pretty easy and simple in terms of 2.0 weapons and a fairly simple fight. My advice is to stay near cover a good distance from the boss. This will prompt them to pounce, which is easily avoided, and then can lead to an opportunity to damage them. Repeat the process until they’re about to die.
Please note, Major General Ezra Shields can deal a lot of damage really fast, so you don’t want to be overly aggressive. I’ve actually lost more going for energy to get the slice than waiting to finish them off.
